If you are attempting to prioritize the learning organization's resources against the enterprise's largest opportunities, chances are IT has already been called to solve the problem. Nearly every corporate breakthrough strategy will require some IT infrastructure change (CRM, LMS, ERP, Security, BI, Knowledge Management), and yet it is estimated that 70% of all IT projects fail to deliver the results defined in the business case within a year of implementation. IT functions are reacting to this situation by making improvements in project management and engagement methodology.
However, even with these improvements (such as Agile Project Management, Learning Cycles Approach, etc.) there remains a significant barrier to accelerating the return on investment from IT projects: The barrier is that the organization's performance needs to change, and that requires more than a well-crafted technical solution.
The learning organization - with all of its incumbent knowledge of human and organizational performance - needs to partner with IT and change the engagement formula early in the project: To move from a process of translating business requirements to technical requirements - to a process of translating business requirements to performance requirements to technical requirements - Accelerating return on investment is what CLOs and learning organizations are already in the business of doing - the new frontier is in partnering with IT to improve organizational performance change - not begrudgingly showing up to create user manuals once the system is ready to "go live".
